You say that everyone should be pitted against each other and the strong will succeed; this sets the stage for, and encourages, unscrupulous behavior, since after all silly morals and laws only get in the way of the search for power. The "strong" will know that they can simply bypass such obstacles to gain an advantage against their more polite foes. You also say that "sometimes working harder is not the answer," and even helpfully provide the metaphor of the workhorse escaping it's bounds, which very well illustrates the benefit that the deceitful and underhanded would have in such a society. If the government does not help the weak, then there's nothing to stop such folk from taking advantage of them-- there's no easier way to attain power than to trick others into giving it to you. You've basically engineered the perfect environment to foster corruption and encourage the underhanded and cutthroat.
