Protocol demanded that Col. Petrov immediately inform his superiors of this reported missile launch, just as his men were quick to report it to him. Failure to follow protocol spelled doom for a man in the Soviet army. Following protocol, though, would likely result in escalating the situation, which would in turn likely lead to a retaliatory nuclear strike against the United States. The nuclear jitters throughout the Soviet administration made this more likely. Col. Petrov knew this. He stressed over the situation for a few moments, then, reasoning that if America were to attack it would not do so with merely a single missile, resolved that it must have been reported due to computer error and that in actuality there had been no missile launch.
